A mandatory industry-recognised qualification
Children and young people who reside in Residential and Out of Home Care require the best possible care that can be provided. Most of these children and young people are vulnerable and have experienced significant trauma and rely on the expertise of support workers who know and understand Trauma Informed Practice.
Melbourne Polytechnic have been delivering this program since 2017 when the Minimum Qualification Strategy for Residential Care Workers in Victoria was released. Using our highly experienced trainers with Residential and Out of Home Care Industry knowledge we have delivered this training to over 2500 students across Victoria.
This Minimum Qualification Strategy for Residential Care Workers requires all support workers who provide direct care in a Residential and Out of Home Care setting that is operated or funded by the Department of Health and Human Services to hold or be undertaking either:
- Certificate IV in Child, Youth and Family Intervention CHC40321 – This course is the mandatory minimum qualification for all residential care workers.
- Trauma Informed Practice - This course is required for residential care workers that currently hold a recognised qualification as listed by DHHS on the Minimum Qualification Strategy.
The course brings together a three way relationship between Students, their Employer (Industry) and Melbourne Polytechnic. This enables the student to be supported by both Melbourne Polytechnic and the employer to allow the student to meet all assessment requirements of their training. Working closely with large and small Residential and Out of Home Care providers across Victoria, Melbourne Polytechnic can ensure all course material is current and applicable to the practice of students and the expectations of employers.

At Melbourne Polytechnic, you will learn to support children and young people with complex trauma and learn about trauma-informed care, providing primary residential care and managing behaviours of concern. Developed in collaboration with the Residential and Out of Home Care sector, industry training providers and the Centre for Excellence in Child and Family Welfare, Melbourne Polytechnic was the first TAFE to offer this course to Victorian residential carers.
Supporting an industry model of delivery for students currently working in Residential and Out of Home Care, we deliver this training via Melbourne Polytechnic’s online learning environment, Moodle with either face-to-face or virtual classroom experiences.

This course is designed to help those who work in youth and family intervention in the Residential and Out of Home Care sectors. This includes encouraging practice specialists in education, family support and early intervention to take their careers to the next level. This course enables you to meet the minimum requirements to work in the sector in the following roles:
- Child Welfare Officer
- Residential Care Worker
- Therapeutic Support Worker
- Youth Support Worker
- Family Prevention Worker
- Education Integration Aides working with OOHC children

Study Pathways
This is a partial qualification. Students will receive a statement of attainment and statement of results with the specified units.
You may be eligible to apply for further studies in community services, including disability work, and protective services work. On completion, you may apply for entry into our CHC52021 Diploma of Community Services.

Delivery methods
An option of face to face classes held at the Preston campus or Virtual class delivery via Zoom. Must complete a minimum of 177 workplace hours working with a minimum of 3 children/young people.

Assessment Methods
You will be assessed in a variety of ways both in the classroom and in the workplace. Methods include online learning, on-the-job demonstrations of skills and knowledge, in class activities and written tasks.

Fees displayed are effective for new applications received on or after 1st of November. Tuition fees do not include textbooks, course materials or overseas student health insurance and visa fees.
After initial deposit, international students are able to pay tuition fees in installments, four times per year.

Concession fees are charged at 20 per cent of the standard fees for enrolments in Certificate I to IV courses. To be eligible students must meet Skills First eligibility criteria and present a valid:
- Commonwealth Health Care card, or
- Pensioner Concession card, or
- Any dependent spouse or dependent child of one of the above cardholders, or
- Veterans Gold card.
The following groups are eligible for concession fees from Certificate I to Advanced Diploma level:
- Aboriginal and Torres Strait Islander students
- Asylum Seekers and victims of human trafficking
Additional expenses
The Student Services and Amenities Fee is charged at forty cents (40 cents) per student contact hour and is capped over a twelve (12) month period, effective from the enrolment date, to:
- $250 for full fee-paying students; and
- $175 for concession-paying students studying Certificate I, II, III, or IV.
Amenities fees are used to improve non-academic services including libraries, counselling services, student support, and recreational activities.
